- Begin by heating a large skillet over medium heat. Add the ground beef and cook it to perfection by stirring regularly to ensure thorough browning for about 5 minutes.
- To the skillet containing the cooked beef, add the thinly sliced bell pepper. Drizzle with soy sauce and keep stirring. Allow the mixture to cook for another 2-3 minutes.
- With the heat turned off, stir in the fresh Thai basil leaves. Allow the beef filling to rest and cool slightly.
- Prepare a large bowl with warm water. Dip each rice paper wrapper into the water for 10-15 seconds until it becomes soft and pliable.
- Lay a softened wrapper on a clean surface. Place a portion of the beef mixture onto the lower third of the wrapper. Lift the bottom edge over the filling, tuck in the sides, and roll tightly to form a compact roll.
- Continue the same process with the remaining beef mixture and rice paper wrappers until all are used.
